The public health administrations collect medical records of patients systematically and extensively, thereby constructing databases that will provide easy access to statistics vital for epidemiologist in conquering diseases, and enabling managers to run health services efficiently. On the other hand, the realization of (nationwide and transnational) distributed databases of this type, keyed with person identity, may be limited by legal and privacy policy considerations. Addressing this open technical challenge, a multiparty system that alleviates this security ambivalence between individuals and organization is discussed.
